A look at the UK’s new climate strategy

On 30th March, the UK Government released a revised climate strategy following the High Court’s ruling last July that the previous plan to reach net zero was unlawful as it did not sufficiently detail how climate targets would be met. 

Although it was hoped that the new and improved strategy, Powering Up Britain, would address this issue, climate scientists and experts state that the revised plans remain insufficient. For example, the UK’s nationally determined contribution (NDC) under the Paris Agreement is to cut emissions by 68% by 2030, from 1990 levels. By the Government’s own calculations, the planned initiatives would only deliver 92% of the emissions reductions necessary to meet this NDC. Many experts believe that even these estimates are generous and that the plans are likely even less effective. Crucially, they highlight that the strategy still does not evidence how we will reach net zero by 2050.


Powering Up Britain includes support for carbon capture projects, renewable energy, electric vehicles and home heat pumps. However, many argue that the new strategy is based on existing government commitment without new funding and does not go far enough to attract much needed investment in the renewable energy sector. They believe the Government should not ignore the importance of insulating homes and building more onshore wind and worry that an overreliance on carbon capture technologies could allow the UK to continue using oil and gas rather than transitioning to renewable alternatives.


While some argue that the Government should be prioritising funds elsewhere during the cost-of-living crisis, climate experts believe that investing adequately in net zero will boost energy security and lower energy bills, as well as protect the planet.
